What causes Connection Refused Error?

The main cause is the Common IP Connectivity issue.

But, after investigating a lot, I have come up with a conclusion that this error can be caused due to various reasons.

Let me explain:

Common IP Address Issue

While trying to connect to a server, due to the wrong IP address or the port, this error can be triggered in no time.

It is seen that, IP address attached with the correct port is used for forwarding your connection to the Minecraft server.

In rare cases, the IP address changes from time to time and multiple users might get connected with the same IP address.

So, the IP address needs to be changed frequently to avoid such error.
